If you're really wondering how to download the HTML, you're not very bright. All you need to do is install it and then open it. Your web browser will open a tab with it. 

The next section has actual instructions for how to use the .sb3 file since it is the only confusing part. You have to install the file, then open Scratch, and then click Start Creating. Then, click File > Load from computer. Find vs10-v2.sb3, and click Open. If you see all the game's code, you've done it correctly.
